Heating costs

Consumption-based heating and hot-water costs under the HKVO — including CO₂ cost allocation.

The heating-costs module bills heating and hot-water costs by consumption under the Heating Costs Ordinance (HKVO). Since 2023 it also accounts for the CO₂ cost split between tenant and landlord.

Heating costs

At a glance

  • Consumption-based 70/30 split under the HKVO
  • Hot-water share determined separately
  • CO₂ cost allocation under the CO2KostAufG

Key features

HKVO distribution

At least 50 %, at most 70 % of costs by consumption — the 70/30 split is common.

Hot-water separation

Heating and hot-water costs are shown separately using recognised methods.

CO₂ tiered model

The landlord and tenant shares follow the building's efficiency (CO2KostAufG).

Meter integration

Meter readings and fuel data feed directly into the statement.

In depth

Consumption before allocation

Meter readings for heating and hot water are captured per unit and split into a consumption-based and a base-cost share under the HKVO. The chosen allocation key stays visible in the statement, so every line item is traceable for the occupant.

CO₂ costs allocated correctly

Based on the CO2KostAufG, the module derives CO₂ emissions from fuel consumption and assigns the costs between landlord and tenant using the statutory tiered model. The split is documented per property and feeds directly into the heating cost statement.

Frequently asked questions

Which share is billed by consumption?+

Under the Heating Costs Ordinance at least 50 % and at most 70 %; the 70/30 split is common.

How is the CO₂ split calculated?+

Under the CO2KostAufG via a tiered model — the worse the building's efficiency, the higher the landlord's share.

Where does the consumption data come from?+

From the Meters & consumption module: meter readings and fuel data feed in directly.
