Template: landlord move-in confirmation
The legally required move-in confirmation for registering at the residents' office (§ 19 BMG).
The landlord must confirm the move-in to the tenant in writing so the tenant can register at the residents' office. The confirmation is mandatory under § 19 of the Federal Registration Act (BMG) and must be issued within two weeks of moving in.

Legal framework
- § 19 Federal Registration Act (BMG) — the landlord's duty to assist with registration and de-registration.
- The confirmation must be issued within two weeks of moving in or out.
- A missing, late or incorrect confirmation can be penalised as an administrative offence.
- A pure courtesy confirmation without an actual move-in is not permitted (ban on sham registration).

Whoever actually provides the dwelling to the tenant — usually the landlord or the property manager acting on their behalf.

What happens on a breach?+
If the confirmation is not, or not timely, or incorrectly issued, this can be penalised as an administrative offence with a fine.
Is a confirmation also needed on move-out?+
Only in certain cases, such as moving abroad. For a normal change of address within Germany, the move-in confirmation of the new dwelling is enough.
